Basically the cookie is held in RAM (as always). But when the browser is quit, cookies are flushed to disk if and only if there is an expire date and the domain names match properly. (if the browser or computer crashes before the browser is quit, the cookie is not saved to disk even with an expire date, so cookies aren't a fool proof record keeper).
