In fact I dare you to name one that was built and needed no upgrades.If you build an application for a customer you would sure like to take advantage of new technology as it came to pass. If your programming language didn't support it then eventually you would have to rewrite the entire thing in a new language and that may cost your client even more. So choosing a good programming language is important.
