It sounds like there's something very basic wrong with your setup, like the wrong copy of WebCatalog is being run (maybe the service from a previous install is running in the old Scripts/WebCatalog instead of Scripts/WebCatalogEngine?).Verify that the correct WebCatalog is running, put a few debugging lines in the WebDNA of the Email prefs pages to make sure it is reading the correct database and all.
