Google still loves that as long as all the other factors of on page SEO are working.
I'm only mentioning this because if you are chasing this rewrite down to clean up an SEO problem you might want to look at other SEO ranking factors first. Of course if you are trying to deal with usability issues this might be more logical.
I've been hosting my own websites in my own data center since 1997. In all that time I have learned that rewrites to clean up URL is the devil's work. Ever time there's been a server upgrade to a different platform we have lost PageRank because we couldn't track down all those rewrites.
I've found that my current running 200+ websites work very nicely when we keep the code clean, the SEO well managed, and the URL variable short and understandable. If the URL variables are out of control then we manage them inside Google Webmaster Tools.
Bottom line, I've never directly experienced any improvements in SEO from the RewriteRule and the WebDNA CMS we build to keep out URLs clean is pretty snazzy.

I can't understand why it's not working.
