You need =to set up two pages, one that lists the files (index.html) and one that =contains the '[returnraw]' code and serves out the files =(download.html).   Then add a .htaccess file with:

<Files =download.html>

AddType =application/octet-stream html

</Files>

This sets the correct mime-type for the =download page and the download should work as expected in all =browsers:
