My guess is that because the include loads the [cart] variable as the page is loading, it is not capable of understanding the fact that the [cart] variable has been passed to it. I think I've discovered a new rule of thumb with WebCatalog... you can't put WebDNA tags in an include file. If anyone else knows otherwise, please let me know.
