Not seeing cart info on Invoice.tmpl (was PROBLEM)

That is the opposite of the problem I thought I was solving.If you look at the GeneralStore, you'll see that you must use $ShowCart or $Purchase commands in order to see information from a shopping cart. You must also pass the cart# through to those pages. If you don't, WebCatalog has no idea that you're trying to view the contents of a cart, and it doesn't know which cart to look at.
When you're ready to purchase, you need to send the $Purchase command If you really really don't want to send any $ShowCart or $Purchase commands, you can also embed an [OrderFile] context inside any template.
