off topic <textarea> and explorer

texte = With Netscape 3.0 or 3.0.1 a text area gets shown on the screen withelevators or scroll bars on the right side, even if the window is not full.Hate to say it but never checked a large text area input for webcat usingexplorer unti just now, but it does not show the elevators so in edting a

window where the text is below the bottom of the window, howdoes one explain to their users to navigate to the bottom of the textareato add more information.  I am using virtual wrap if that makes adifference.  If this is a fawl in explorer...then thank-u very much Mr.Gates (Go Justice Department).
