It might be as simple as a hard coded cart number in a page. This happens sometimes when someone cuts and pastes a snippet of code from a page after a cart number has been assigned without realizing it. or it could come from a from a bookmarked page. Ask the people who are seeing the same records to view their source and see if they have the same [cart] and lets go from there.
