Try this: First, if this page is not inside an implied orderfile context because of the command you used to get here, you need to put your setheader and setlineitems context inside an orderfile context. Next, replace your purchase tag with a redirect tag that redirect to a new purchase.tpl file -- and make sure you pass the cart value in the redirect.
