When their cart is created you add a header that shows the possible prize. On the shoppingcart page test for quantity and if they reach it, then add it giving the user the discount. But be smart and write a test utility on the exit pages that tests for the validity of the discount and if its not valid, ie they changed their quantity, then remove the discount certificate. This way people can see the discount in their cart, but its not a guarantee that they get it.
