I, too, first noticed the problem when using frames; however, it is not confined to framed sites. It seems as though browsers are not requesting new copies of the files from the server, when that data has changed, whether the change was brought about by a modification in a template, or a database, including shopping carts. On one site I am hosting, you can re-enter the site after making the purchase, and progress through the site exactly the same way you did before, even checkout and submit an order to WebMerchant, without it ever really happening, since the whole experience just happened through your browser's cache.
