Parsing args without ?

If we wanted to do this with WebDNA, how would we do it? How do you get the web server to hand this url, which looks like a missing file named 2175751, to a tpl file? (or in that case, a php file) Maybe this is all done in an error template that parses the [thisURL] context for the location of the template and the args that follow it? Maybe this is a job for mod_rewrite?
