Uniqueness of [cart] (was Re: Number of cars in cart...)

Maybe there's some internal database of cart values so that even if a cart value was handed out after the server's time was set back an hour WebDNA would still know to add the sequential portion of the cart that would still make it unique. But what if during the one hour of overlap during the time change the server was also intentionally or unintentionally restarted?
