There are a couple of advantages to that scheme: 1) It's much easier to program, since every page can contain the same code (if they don't have a cookie already, set one); 2) If I so choose, I could make a special check on a page and if they don't already have a cookie, redirect them to page explaining why a cookie is required and why it is safe for them to accept the cookie; 3) If I so choose, I could also add a session to the URL iff I cannot set a cookie (a different way to deal with issue #2).
