In particular, the character you use above is not portable (since it depends on a particular character mapping). If you typed that same %E9 on a machine using a German or Russian character set (non-unicode I mean), it would be something completely different. You could try using a Character Entity Reference: [Writefile [UnURL]TéST.txt[/UnURL].txt]TEST[/Writefile] but I wouldn't expect that to work either. I18N (Internationalization) is perhaps the hardest thing to get right, apart from correctly handling L10N (Localization)...
