What this is likely doing is creating a directory that is owned by a user other than www (which is possible), and thus it becomes impossible to write any files into that directory. You may not be aware of this, but the ownership information is normally stored as the uid (number) not the name, so if this zipfile was created on some other system (even as the user www) it is likely that the uid is not the same number. In addition, it is not normally a good idea to use relative addressing within a [shell] command like this since you don't always know for sure where it is going to be executed. There is no reason not to use an absolute path here, AFAICT.
