Micro-managing External Links

texte = Client wants to be able to display a disclaimer "you are leaving this site... we do not necessarily endorse the external source... yadda yadda..." whenever *any* external link is clicked throughout the site. Different users have Control Panel access to the site to add content, so I can't easily control the content. On another site that I built from scratch and am the only one who accesses the content, I've accomplished this disclaimer scenario--easy enough: all links point to a page that then redirects. Any ideas how to retro-fit something like this into an existing site given the scenario I've explained?
