I find it basically unbelievable that there is any law on the books in the US (to make it specific) that allows private companies to certify third parties to idemnify CC loss. It may be that Visa, et al, have changed their *merchant agreements* to require certification in order to continue being a merchant. Or more likely, certification is required to enjoy Visa, et al's, coverage against CC theft. But unless you can cite a specific piece of legislation in the US, I'm going to just ignore everything else you say on the topic. Until you prove otherwise, I'm going to assume you have no idea what you are talking about.
