If IE is dropping some form variables when using SSL, this would explain this behavior. Try reordering the page and see if the two variables that show up missing change. Went to check out (still SSL), jumped to the shop some more link (still SSL) and then hit the back button. On the invoice page the [_shipToState] and [_shipVia] tags are now visible (but no others).
