form posts expiring instantly... why?

Then I hit the back button and I get this-Data MissingThis document resulted from a POST operation and has expired from the cache. If you wish you can repost the form data to recreate the document by pressing the reload button. Is this a browser problem, webcat, or server setup? And how do I correct it?
