In any decent HTML book, there will be a list of entity references (like < and >). If you [URL] once the data with 1" then when it is displayed by WebCat through the browser, it will come out looking like a double quote. I prefer this to the hex equivalent, since the entity reference is guaranteed (mostly) to work in any character set, whereas the hex is truly only valid for Latin-1 based character sets.
