I find it basically=20 unbelievable that there is any law on the books in the US (to make it=20 specific) that allows private companies to certify third parties to=20 idemnify CC loss. It may be that Visa, et al, have changed their=20 *merchant agreements* to require certification in order to continue=20 being a merchant. Or more likely, certification is required to enjoy=20 Visa, et al's, coverage against CC theft. But unless you can cite a specific piece of legislation in the US, I'm=20 going to just ignore everything else you say on the topic. Until you=20 prove otherwise, I'm going to assume you have no idea what you are=20 talking about.
