The WebCat code in this file checks user permission in a database and does a second redirect depending on the url. It is pretty fast, but some sort of second level preprocessor. We tried this technique after we got tired playing with perl to encrypt and store user passwords in WebTen.So I agree with Terry Wilson, the Welcome plugin should do the job in a clean, straight way.
