As everything goes in a business of medium-sized to large, all things have to be weighed. Features to Costs, Long or Short term etc...If your boss wants an ecommerce web site, I will assume he wants a database driven website that has the ability to take orders and probably has the ability to accept credit cards. One thing I can guess from your description is that this client is not Pepsi or Coke, in other words, the site could be a reletively simple site. I would say people are getting $5000 on the very low end to $50,000 on the higher end (of mid-range ecommerce sites). To be more to the point, charge him $8,000 -$10,000 for basic features including automatic credit card processing and up to $20,000 -$25,000 for additional advanced features. :-) of course, what dictates price is what people will pay and how much one needs work. ;-)g.luck.
