Such small background images cause the page to load very slowly, and produces a lowering curtain effect. As the background image is being rendered, you can actually see it being drawn on the screen. On my 400MHz G3 Powerbook, it takes the background image about 15 seconds to load, during which nothing else on the computer happens (the clock in the menu bar does not even tick).
