Folder modify times

texte = OK, here's what seems like a strange issue for me. I have a page that (1) displays the Orders folder modification time and (2) shows recent database activity. I know for a fact that the database results on the page are fresh and upto the minute because it returns records that were just added. The Orders folder modification time is another story. I know the modification time is inaccurate because it will show an time for earlier in the day. When I check to see what orders have been placed, there are orders within the last few hours. Why isn't the correct modification time being shown? It's obviously not a browser cache issue because the other data on the page is current. The platform is Windows IIS, WebCat 4.5.
