Browsers these days have more expansive pref capabilities for privacy and cookies. Could it be that you were too quick to eliminate the browser as a possibility? Privacy settings have the ability to reject and accept cookies on a variety of levels and conditions. http://en.wikipedia.org/wiki/P3P http://tools.ietf.org/html/rfc2965 Is a good RFC to review for this as well. Second, there *is* a difference in the two set cookie settings above. One uses a limiter in the domain and one doesn't.
