All directories are the same, regardless of whether you hit them with https:// or http://, so that makes me start thinking there's something else special about that directory (and it also makes me want to know what you technically mean when you say one is secure). For instance, perhaps you have some different NT file permissions on that directory? If so, then are you sure that WebCatalog (DBServer.exe) has permissions to write to that directory? A standard IIS setup has no special permissions or distinctions for SSL security, other than the fact that an SSL certificate has been installed.
