It does not happen where it could affect the browser. The spawn is designed to allow a lengthy process to occur in the background, on the server, without the browser needing to wait for the results. The only way I could think to enable the results of a spawn to affect the browser would be to have the browser poll the server (using AJAX or an IFrame), and have the server create a results file on the server (which is what you would be polling for) that would either set the cookie or not. If you're going to do that though, you might as well not use the spawn, since the browser is going to have to wait for the results of the spawn anyway.
