However, this idea will probably work with a more pressing problem related to this caching situation. I have a site which uses WebMerchant to process credit cards in live time, while the customer is still connected to the site. When the approval (or declination) file is generated by WebMerchant, the meta refresh url is changed in the file that has held onto the user, and they are redirected to the new file.
