Why is this not working?

texte = I am attempting to rewrite header files in a shopping cart right before the cart is processed with WebMerchant. The only reason I can figure why the headers are not being rewritten, is because the code is nor being executed sequentially. I do know that the variables used in the [setheader] context contain the correct values at the time they are to be written to the headers. I verified this fact by writing the variables to a text file (using [writefile]) while troubleshooting this problem. The writefile was placed directly above the [setheader], within the spawn. Here is the code I am using. It should work, but doesn't.[spawn] [waitforfile file=../orders/[cart]] [setheader file=../orders/[cart]][listvariables name=set_&exact=F][getchars start=5][name][/getchars]=[value]&[/listvariables]header2=&header6=&header7=&header8=&header38=[/setheader][include file=^WebMerchant/DoPurchases.inc&storeid=323149708135571] [/waitforfile] [/spawn]The filepath is valid; if it were not, WebMerchant (the [include] tag) would never run, but it does.Perhaps I am missing something stupid...
