new server, can't use [writefile] - code attached [long]

texte = Hello, I just moved servers and code that was writing files is no longer working. Actually anyplace where I use [writefile] it no longer works. New System is Redhat 7.3 (from 7.2) WebCat 4.5.1 (same, but installed over 4.5, the new install was a clean 4.5.1) Apache 1.3.27 (same) This has been working for 2 years now, but doesn't on the new server. I have also changed the permissions of the folders (as a test) to chmod 777 the group is apache (which is what webcat runs under). I have checked where Imagemagick is installed (it moved) and have updated the paths. Basicaly the file is simple not getting written. I do believe the real problem is that for some reason [writefile] is not working for me. I have included one of the code pieces below in case anyone can see what may be going on. Any other suggestions of things to look at would be greatly appreciated! I have 1 piece of code that does work to write out a file, but I can't see what is different between that and the others. My code to create a new directory does seem to work.
