Either that or he is not telling us everything about his testing and observations, which wouldn't make sense if he wants us to help him get webdna working on his system. Without a link to a test page that actually works -- and continues to work until we help him figure out what's wrong -- we cannot do any testing ourselves. Even better, he could offer to give one of us FTP access to the server root so we could run our own tests -- in ways we know are correct. Maybe then we could actually determine the cause of the problem, rather than trying to guess at it. Having said this, it seems he may be leaving out important information about his configuration. I think you may have hit the nail on the head here. This could easily be the problem. It explains everything he's been complaining about.
