He has more than a few sites sharing common databases. This is what the Globals directory is expressly design to handle. They are _not_ unrelated sites. If this is a shared server, the site admin can set up a Globals/Site directory and give the developer access to that as well as their regular Site directory. The "ease of backup" issue is not really that different if he has to backup two directory trees, especially where one is shared and backed up once to cover a dozen sites.
