Prior to 4.5.1, WebCatalog writes files to the disk as the same user and group as the WebCatalog process and with permissions as 640 which will prevent any one but the user that WebCatalog is running as from modifying the files. 4.5.1 gives the admin the ability to set the permissions of written files to 660 which then allows a group member to modify them.
