When your "rate" is not static and when you employ formvariables to add the lineitem etc etc.. it ends up adding a lot of development time to make things work. However, if it doesn't effect those things, then I would like to see this as an optional preference just because there are many good reasons and situations where this change would be valuable (to utilize the carts auto-magic of tax, Shipping and subtotal etc..).
